| Chelsi Pearl Smith was born on August 23, 1973 in Deer Park, Texas. Chelsi won Miss Texas USA 1995 on her second try as Miss Galveston USA. She was a semi-finalist the previous year representing South East Texas at the Miss Texas USA 1994 pageant. On February 10, 1995, Chelsi became the seventh Texan woman to win the Miss USA title at the pageant held in South Padre Island in her home state of Texas. On May 12, 1995, Chelsi Smith of the USA was crowned as Miss Universe 1995.
